To appropriate $100,000 to fund Bay Horizon Park Playground Project on Feb. 23, 2010. This is the first public use amenity to Birch Bay's community park, located off Alderson Rd. at the site of the former Blaine Air Force Station.
This project will be a collaboration of the members of the
- Birch Bay community for volunteer labor and then users of the playground,
- Northwest Parks & Rec. District for funding and operation of the playground,
- Whatcom County Parks as owners of the property and, we hope, funding and
- the Lions Camp Horizon Foundation as operators of the camp, conference facility and keeper of the grounds.

| Bay Horizon Park Planning Update
As you can see from the following dated 10/12/09, work on the master plan for Bay Horizon Park as a community park for Birch Bay is being delayed from the original time-line. I have included Rod's contact information so if you come up with more ideas, be sure to share them with him. Meantime, check out the demolition that's well on its way to being done. -kb
Hello Kathy, Thanks for passing on the suggestion. I'll include it in our comment log.
In regards to the planning effort, my hope was to have alternatives prepared by Sept. / Oct. However, due to several issues regarding existing wetlands, the demolition and other department priorities I'll have to postpone the alternative development until after the first of the year.

“FRIENDS OF BAY HORIZON PARK” MISSION STATEMENT
Friends of Bay Horizon Park will facilitate public participation in the planning and implementation of park, recreation and open space facilities and programs at Bay Horizon Park in cooperation with Northwest Park & Recreation District #2, Whatcom County Parks, the Lions Camp Horizon Foundation and public, private sector and non-profit organizations to help meet the parks and recreation needs of residents of and visitors to northwest Whatcom County, WA.
In recognition of the actual and potential of Bay Horizon Park (BHP), as a park, recreation and open space asset to the residents and visitors of the Northwest Park and Recreation District #2 (NWP&RD2), on December 4, 2008 a group of citizens created “FRIENDS OF BAY HORIZON PARK” (FRIENDS) to enhance, improve and expand facilities, programs and leisure services that might be accommodated on the 68 acres of the former Blaine Air Force Station located in Birch Bay, WA.
Operating under the umbrella of the regional NWP&RD2, and in cooperation with property owner Whatcom County Parks, facilities lessee Lions Camp Horizon Foundation, and all interested citizens, FRIENDS are committed to working towards a balanced system of park and recreation areas, preservation of open space and broad-based leisure opportunities that will foster growth of healthy lifestyles and an enhanced quality of life.
FRIENDS will function as a volunteer group open to any interested citizen committed to seeing BHP improved as a recreational resource. All meetings will be open to the public and every effort will be made to notify the public of all meetings.
The FRIENDS are committed to doing the research and analysis necessary to advise about using financial and human resources to improving BHP’s physical infrastructure and services in the most cost-effective manner.
This mission is consistent with the Birch Bay Community Plan adopted by the Whatcom County Council Sept. 28, 2004 which states specifically: “Encourage the Whatcom County Park and Recreation Department to work with the community and the Lions Club to prepare and/or refine a Master Plan for Bay Horizon Park.”
The initial members of FRIENDS are: Kathy Berg, Doralee Booth, John Haas, and Tammy Pearce under the leadership of Alan Friedlob.

Specifically, those persons who choose to participate in FRIENDS shall: 1. Advise, assist and support the Whatcom County Parks and the NWP&RD2 in the assessment, development, implementation, and evaluation of leisure services at BHP. Examples of such functions would include:
· Review any existing proposed concept plans for the BHP.
· Working closely with NWP&RD2 to maximize the cost-effective use of District levy financing allocated to priority BHP projects. For example, based on FRIENDS recommendations, District monies could be used as matching funds for grants or could be allocated directly to a specific BHP priority project or service.
2. Convene citizens to gather information to identify the need and demand for specific recreational and leisure services at BHP. Citizen input and engagement is critical to FRIENDS effectively advising Whatcom County and the NWP&RD2. 3. Assure that all future BHP additions and modifications to the BHP’s physical infrastructure and services are consistent with the activities of the Lions Camp Horizon Foundation and its Camp Horizon Summer Program for people with disabilities.
4. Work to identify and foster collaborations with public and private organizations that seek to enhance leisure opportunities at BHP; for example, working with the Whatcom County Boys and Girls Clubs or local faith-based organizations.
The FRIENDS propose meeting at least monthly beginning January 2009. The initial focus of FRIENDS meetings will be developing an approach to increase citizen involvement, and systematic information gathering on the need and demand for specific recreation, park, and leisure services facilities, activities and opportunities at Bay Horizon Park. This information gathering will culminate in a Bay Horizon Park Design Charette in June 2009. The results of this charette will serve as the Plan for future BHP development.
